    It’s located In China town. Ground floor has food court..Shopping mall is pretty much empty and most of the shops are either closed or partially closed during the shopping hours. Easy to find the location. Nearest MRT station is KOVAN MRT.

    Deserted mall way past its heyday. Most shops were closed the few times I was there. Visitors mostly were there for the eateries with one Teochew restaurant and a vegetarian pulling steady streams of customers

    There’s a no frills restaurant that you will love to return for the good appetizing food. We ordered shrimp paste chicken drumlets, sambal sweet potatoe leaves, fired-up pork chop that comes in an aluminum foil with a small fire still burning!! Wow!

    Air-con ambience that sits you in comfort. When the crowd is in the shop will stop take-away order. So be sure you arrive early.

    Not many antiquated malls are still standing in Singapore, but Upper Serangoon Shopping Centre is one. Caught in an awkward spot between NEX and Kovan’s Heartland Mall, the mall offers a quiet respite from those crowded and capitalistic malls that we are so familiar with, such as NEX. What it lacks in anchor tenants, lighting and life, it makes up for it with a peculiar but quality mix of hairdressers operating since the bygone eras of Singapore, maid agencies, interior design consultants, restaurants and shops selling sundries, antiques, supplements and audio/PC equipment.

    *** Mall Highlights ***

    1) Get your hair cut at any one of the modest hair salons here: I would recommend the Malay barber at the second floor, and Faye Saloon (run by an old Chinese lady) on the top floor. These recommendations are made not on the basis of their ability to perform stylish cuts, but the amiable faces that greet you as well as humane treatment that you’d get there. Prices for a male adult range from $7 to $10. There are no fancy hair studios here that charge what I find is a ridiculous price of $30 – $60 for several well-executed angled snips of your hair (geez, money that people will pay to have something taken away from them).
    2) Nature Vegetarian Delights: I often come here for some great vegetarian fare. They offer family-sized steamboat arrangements that is served with a Chinese herbs soup base, Ala-Carte “Tze-Char” style dishes, and meals fit for a single person such as curry rice ($4.5), Bee Hoon, Lei Cha (Thunder Rice) ($6), mini-steamboat with rice ($6), fried rice, and etc. I believe they have hired some rather experienced chefs in the kitchen, and their skill with the wok and seasonings do show in their dishes. Self-service of water.
    3) You can purchase a custom-built PC here at a good price by a shop located somewhere at the back alleys on the top floor.
    4) I would advise against patronising House of Seafood, infamous for its exorbitantly priced crabs. The quality is sub-standard there, and many have had bad experiences there.
    5) There are a few other restaurants and eateries in the mall, but I haven’t patronised them (they don’t seem very appealing). A Chinese restaurant on the ground floor often sees a crowd on weekends though – you might want to check it out.

    1) Space@Kovan: Visit this row of shop houses for some casual dining and coffee sipping at Salt & Delight, The Ding Ding Man, The Shepherd Cafe, and etc.
    2) A row of eateries along Teck Chye Terrace, which houses the famous Ah Seah Teochew porridge
    3) A Pet Store next to Upper Serangoon Mall

    It’s old shopping ctr, with still many stores offices opened for business. I was borned and lived in this area in my childhood days. Although the kampong houses are all gone.Theres some family business, some of whom used to be my neighbors in the village I grew up. Am always delighted to drop in un -announced at their stores.

    The economy food stall Yun Nam Kitchen is cheap and good , worth eating.The fried prawn mee goren is very tasty and also cheap. The Fabian coffee is nice and cheap, cheaper then non Aircon coffee shop. Every other day have different food like Chicken rice, Nasi Lemak , Lou Mee, Prawn Mee etc. (The stall close on every Tuesday)

    A rather deserted and old Shopping Center that people had forgotten. There were several empty shop lots. Only thing that seems interesting is the Fragrant Garden Teochew Restaurant on the ground floor of the complex. Food is great but rather expensive and usually pack to the brim on weekends and public holidays. Ample parking of cars in the complex itself. 🙂

    Old shopping centre is converting to a eating complex. That offer vegetarian outlets and seafood restaurants. Though there’s a Muslim coffee located beside the shopping mall. Hopefully it may transform to all cuisine mall.

    [TL;DR]: Love the ambience (and smells! Reminds me of Peoples Park complex.); good for dining; not good for shopping, though. Pity. Check out the computer shop L4, barber L3, couple of food stalls L3.
    REVIEW: Shopping center from way back when, from a time when all the modern and ‘glam’ shopping centers whose names spill off everyone’s tongues didn’t even exist. Then, this was a hub for the local residents. I’ve been visiting regularly (not the restaurants) up until recently. Today, I’d like to think they’re trying to keep up, but in the last few years, I see only the new tenant restaurants pulling in crowds. It would be a pity to lose this, one of the few remaining shopping centers from the 70’s (?) still performing its original function.

    Mall was almost deserted, not sure if I am rating this right coz the times are tough. This place reminded me of Katong mall, only a smaller version of it.

    Small outlets for specific needs, manicures, studies, Tuitions etc. There are few outlets for massages and body care.

    Hopefully once things get back it might get a bit better.

    It is an old shopping centre and is not popular for shopping. There are few restaurants and some foods stall in the centre. There are 2 spectacle shops, few massage shops & some other shops here. The place is not crowded and is usually quiet. There are restrooms here and hourly parking at b1 & b2 .

    So back in the day (i.e. 40+ years ago) this used to be a place people in the Hougang neighbourhood would come to get their sundry shopping and the like.

    Today this place stands as a relic of the 70s, dingey and quiet, with some restaurants and a gym livening it up but little activity otherwise, except… I wandered in here late one evening while checking out the very cool and unpretentious nearby bar “Nectars and Vine” and within about 20 seconds of stepping through the front doors was met with the “老板,要按摩吗?” coming from an appropriately dressed woman upstairs.

    But their toilets are clean and spacious unlike Bukit Timah Shopping Centre

    Food I have not tried cause no enough time during visit

    Quaint shopping center. Not much to see on a weekday. They have a curious selection of shops – 2 florist, a computer repair/sales shop. One antique shop, and a couple of eateries. It’s not modern but has its own unique flavor. Very nostalgic like a blast from the past to the 80’s. Feels a tad like Malaysia too

    A very very old shopping complex. What makes this place a good visit will be the Teochew Restaurant Fragrant Garden. Nice selection of Teochew dishes. But make sure you book prior to coming or you might end up waiting for a while.

    Nice Teochew restaurant food, reasonable price. Good for town business lunch or weekend family meals. The place is rather old and not much shops. Gone are the days where the Emporium was the anchor tenant and vibrant shops with many varieties.

    The upper serangoon shopping centre looks like a rundown and very quiet mall compare to other shopping centres. You can spot, a few florist, printing shops, barber and even contractors.

    I usually frequent the Red Panther Barber Stylist. One of the few barbers who are around, who charge less than 10 dollars per cut.

    While waiting, feel free to look around the exhibits and the posters. The shop outlook gives you the very rustic feel.

    Closed on Fridays. On weekends theres usually longer waiting time. They accept walk-in.

    Nature vegetarian is on the 4th floor and on the basement is fragrant garden restaurant. This place makes you feel like you have traveled back in time to the 70 or 80s era

    This building is quite rundown … If you do not have something specific you may not want to visit .. there is a couple of Chinese restaurants .. some food outlets and a few small shops dealing in electronics ..

    Ever heard of the movie “Back to the future?”. This mall is the perfect mall if you want to watch a movie “Back to the past”. It’s almost like time stood still for this mall. Not much has changed over 20 years. If you ever watched old Hong Kong films by world acclaimed director, Wong Kar Wai, you would immediately find the green hue lights, empty desolate corridors and classical Cantonese music extremely familiar. If you want to hunt down movie posters of ‘The Matrix’ or ‘The Princess Diaries’, look no further. This is one lonely gloomy shopping mall that does not have much human traffic.
